Government Prepares Six Temporary Shelter in Sleman

Yogyakarta, 11/18/2010 (MC-Kominfo) - The government is currently preparing six sites for the relocation of residents affected by the disaster eruption of Mount Merapi, which will be used to build a shelter or temporary shelters (TPS) of 2.348 households. This was stated by the Director of Preparedness BNPB Ir Wisnu Widjaja M. Sc at the relocation site on Thursday (18/11) and said that "The temporary shelter will be located in Pagerjurang Kepuharjo Cangkringan Sleman with of 10 ha area at a radius of 9.3 KM from the peak of Merapi for 830 households, It is one of the Sungai Opak’s upstream which was originally a moor land, "he explained.

Gondang Wukisari Cangkringan is also prepared to be one of the temporary shelter location with area of 3 ha and 10.2 km radius from the peak of Merapi for 265 households which was originally a moor area of bamboo, then in Banjarsari Cangkringan with area of 7.5 ha and 11.5 KM radius from the peak of Merapi for the relocation of 837 households which was originally a paddy field

Other locations are in Kuwang Argomulyo Cangkringan village with area of 8 ha and 13 km radius from the peak of Merapi which was originally a moor area, Ploso Kerep Umbularjo Cangkringan village with area of 3 ha and 10.1 km radius from the peak of Merapi which was originally a moor area for 282 households.

And also in Plumbon Sindurmati Ngeplak Sleman village for 15 households. According to Wisnu relocation and provision of TPS is important so the refugees could well organized and annexation could be avoided between the refugees that could cause problems with other residents.

Development of TPS is waiting for the condition of Merapi to normal. But now is being prepared. The construction of TPS located in a place not far from the original refugees settlements.

"Because many refugees refused to relocate far from their original place, so we can not force them and relocation placed in the same place of the same original village, so there will be no conflict if they merged with a different villagers," said Wisnu.

To build a shelter or TPS necessary, it requires funds from Rp 6 million - Rp 7 million / unit. While the Head of Public Works Service, Housing, Energy and Mineral Resources of the Special Region of Yogyakarta (DIY), Syamsinarsi Rani said, such relocation is an offer for the refugees, if refugees refused, they will be offered another location.

Because we have enough alternative locations, so that community will be invited to discuss it, but the priority is these six sites, because the soil is good as well as fertile.

Actually, if people have a sense there is no reason for refusing these offers, except if the people refused to relocate from the original location which had been burned by the lava of Merapi.

PEMERINTAH SIAPKAN ENAM LOKASI TPS DI SLEMAN

 Yogyakarta, 18/11/2010 (MC-Kominfo)- Pemerintah saat ini sedang mempersiapkan enam lokasi untuk relokasi warga yang terkena musibah erupsi Gunung Merapi yang akan dipergunakan untuk membangun selter atau tempat penampungan sementara (TPS) sebanyak 2.348KK. Hal tersebut dikemukakan oleh Direktur Kesiapsiagaan BNPB Ir  Wisnu Widjaja M.Sc yang ditemui dilokasi Relokasi tersebut Kamis (18/11) mengatakan bahwa “Dimana tempat tersebut adalah di Pagerjurang Kepuharjo Cangkringan Sleman seluas 10 ha pada radius 9,3 KM dari puncak Merapi untuk 830 KK, tempat tersebut  merupakan salah satu dari Hulu Sungai Opak yang semula merupakan lahan tegalan,” jelasnya.

  Selain lokasi  Gondang Wukisari Cangkringan seluas 3 ha radius 10,2 km dari puncak Merapi  untuk 265 KK yang semula merupakan daerah tegalan bambu, kemudian di Banjarsari Cangkringan 7,5 ha radius 11,5KM dari puncak Merapi untuk relokasi 837 KK yang semula merupakan lahan sawah subur

      Yang lain adalah di desa Kuwang Argomulyo Cangkringan seluas 8 ha dan13  km dari Merapi   tanah tegalan, di desa Ploso Kerep Umbularjo Cangkringan  seluas 3 ha dan 10,1 km dari puncak Merapi  tanah tegalan tanaman keras untuk 282 KK.

     Serta di desa Plumbon Sindurmati Ngeplak Sleman untuk 15 KK. Menurut Wisnu  relokasi dan penyediaan TPS tersebut penting dilakukan agar para pengungsi bisa terorganisir dengan baik dan tidak terjadi penyerobotan tempat di tempat lain yang bisa menimbulkan masalah dengan warga lain.

      Pembangunan TPS tersebut menunggu kondisi Merapi normal. Namun Saat ini telah dipersiapkan.Pembangunan TPS ada pada tempat yang tidak jauh dari pemukiman masyarakat semula.

      “Karena warga tidak mau direlokasi jauh dari tempat semula, jadi kami tidak bisa memaksanya dan relokasi ditempatkan pada tempat yang sama dari asal desa yang sama, sehingga tidak terjadi konflik kalau digabung dengan warga desa yang berbeda,” tegas Wisnu.

Untuk membangun shelter atau TPS diperlukan dana Rp 6 juta – Rp 7 juta/unit. Sementara kepala Dinas PU, Perumahan, Energy dan Sumber Daya Mineral  Daerah Istimewa Yogyakarta (DIY) Rani Syamsinarsi  mengatakan, relokasi yang disediakan tersebut adalah tawaran pada masyarakat, kalau warga tidak mau akan ditawarkan lokasi lain.

    Karena kita mempunyai cadangan lokasi yang cukup banyak, sehingga masyarakat akan diajak rembukan, namun yang diprioritaskan adalah yang enam lokasi tersebut, karena tanah juga baik dan subur.

    Sebenarnya kalau warga memiliki pengertian tidak ada Alasan menolak, kecuali kalau tidak mau direlokaasi dari tempat semula yang lokasinya hangus terbakar oleh lahar Merapi

INTENSITAS ERUPSI MERAPI MENURUN

Yogyakarta, 18/11 (09:42 WIB) Hingga siang hari ini pukul 12:00 WIB erupsi tetap terjadi di gunung Merapi dengan intensitas yang menurun, tercatat 19 kali gempa vulkanik terjadi, dengan lima guguran dan tremor yang beruntun. Hingga saat ini baru satu kali awan panas terlihat muncul di puncak merapi pada pukul 03:34 WIB. Namun, hingga saat ini Merapi masih berstatus awas dengan ancaman bahaya berupa lahar dan awan panas.

Pada pukul 05:45 WIB terpantau asap solfatara berwarna putih keabuan dengan tinggi asap 1500 meter ke arah Barat Daya sementara pada pukul 06:40 WIB asap berwarna putih dengan ketinggian 250 meter condong kearah Barat kembali terpantau. Cuaca berkabut dan mendung masih menyelimuti puncak Merapi hingga siang hari ini.

Masyarakat terus dihimbau agar selalu mengikuti petunjuk yang diberikan oleh pemerintah setempat terkait masalah penyelamatan diri dari ancaman bahaya gunung Merapi.

Merapi Eruption Decreased

Yogyakarta, 18/11 (9:42 am) Until at 12:00 pm this noon, eruption at Mount Merapi still occur with a decreasing intensity, recorded volcanic earthquakes occurred 19 times, with five avalanches and successive tremors. Until now, only a one-time hot clouds appear on the top of Merapi, seen at 3:34 pm. However, The status of Merapi is still in AWAS with possible threat of of lava and hot clouds.

At 5:45 am white grayish solfatara smoke observed with altitude of 1500 meters to South West while at 6:40 am white smoke with altitude of 250 meters lean towards the West also observed. Foggy and cloudy weather still covered up the peak of Merapi until noon today.

People are also encouraged to always follow the instructions given by the local government related to escape scenario from the danger of Mount Merapi.

To Anticipate the Community from Entering Restricted Zone of Merapi, Government Prepares 100 Billion for Breeders

Yogyakarta, 11/18/2010 (Media Center Kominfo, 17:00) - Minister of Agriculture, Suswono, said that the government provides a budget of 100 billion rupiah, to help people whose cattles become the victim of the eruption of Mount Merapi.

This is done so that the people who become survivors of Merapi eruption disaster no longer located in the vicinity of the forbidden zone to take care of their livestock because it is very threatening given the threat of eruption of Merapi is still there and until recently was still a Caution.

"Given that, threaten safety. Then the government provides a budget up to Rp100 billion for breeders whose livestock become the victims, "said Minister of Agriculture in the Media Center Disaster Emergency Response Merapi in Yogyakarta Jalan Kenari No.14a, (18/11).

Minister explained, the purpose of livestock replacement is to prioritize the rescue of the breeders itself from the eruption disaster that possibly still exists. According to the Minister, after the notification that the cattles which are victims of Merapi will be replaced, farmers are no longer desperate to remain in the danger zone radius of 10-15 KM.

"So when this policy taken, thank God these breeders are no longer desperate. Although some of the still secretly back to their village to feed their livestock, but the point is the situation has been relatively calm, " he said.

According to the Minister, from the search and the dialogue conducted with the communities of livestock owners, they found the fact that livestock owners do not want their livestocks sold or replaced with money. They prefer and would like to be given assistance of livestock feed instead of having to sell it.

This is because the livestock owners have very close ties with their livestock and has become their livelihood to survive. The government will provide the feed in the evacuation points for free.

"Because of their livelihoods. Not the government does not want to buy. All they want is to be given guarantees or help to feed their cattles, "he added.

Therefore, the Agriculture Ministry said his ministry has formed a team to take care of this task force, which among other to identify and record the number of livestock, including the owners who located in dangerous zone of 10 -15 KM from the peak of Merapi, then to evacuate with assistance from TNI / police, and to facilitates the if breeders want to sell their livestock.

Of the three teams who work at this time, the number of cattles within 20 Km radius from the peak Merapi has been recorded, which threatened livestock amounted to 84 691. The number of livestocks which have already been evacuated amounted to 10 231 cattles spread over spread over 181 evacuation points

While the number of animals that died was recorded 2121 cattles. And from that in the evacuation points, as much as 3807 cattles are about to sell by the owner.

For people or breeders who wanted to sell thei cows, the Government set the decent standard price of livestock according to the type of cow and its size.

For the calf cows (tillers cows) the pice set 5 million, 7 million for female cows, 9 million for pregnant cows and 10 million for lactating cows (dairy). "It's a reasonable price," added the Minister.

As for beef cattle, the prices according to the weight. For male cattle price per kg is Rp22ribu and for cows that are no longer productive, price per kg is Rp20 thousand.

In the sales transaction, the farmer will be facilitated by a team of task force and the payment will be made through account transfer which made by the government in cooperation with the bank..

ANTISIPASI MASYARAKAT TAK MASUK ZONA TERLARANG MERAPI, PEMERINTAH SIAPKAN ANGGARAN 100 M UNTUK PETERNAK

Yogyakarta, 18/11/2010 (Media Center Kominfo, 17:00) – Menteri Pertanian Suswono mengatakan, pemerintah menyediakan anggaran 100 miliar rupiah, guna membantu masyarakat yang ternaknya menjadi korban bencana erupsi Gunung Merapi.

Hal tersebut dilakukan agar masyarakat yang menjadi korban selamat bencana erupsi Merapi tidak lagi berada di sekitar zona terlarang untuk mengurusi ternaknya karena sangat mengancam keselamatan jiwa mengingat ancaman erupsi Merapi masih ada dan hingga saat ini pun masih berstatus Awas.

“Mengingat itu, mengancam keselamatan. Maka pemerintah memberikan anggaran Rp100 M untuk peternak kalau ternaknya sampai menjadi korban,” kata Mentan di Media Center Tanggap Darurat Bancana Merapi di Jalan Kenari No.14a Yogyakarta, (18/11).

Dijelaskan Menteri, tujuan penggantian ternak adalah memprioritaskan penyelamatan jiwa peternak itu sendiri dari bencana erupsi Merapi yang kemungkinan masih ada. Menurut Menteri, setelah adanya pemberitahuan bahwa ternak yang menjadi korban Merapi akan diganti, saat ini peternak sudah tidak lagi nekad tetap berada di zona berbahaya radius 10-15 KM.

“Jadi setelah ada prepare seperti ini  alhamdulillah peternak sudah tidak lagi nekad. Meskipun masih ada yang mencuri-curi waktu untuk memberi makan keternaknya namun intinya sudah relatif tenang,” ujarnya.

Menurut Menteri, dari hasil penelusuran dan dialog yang dilakukan dengan masyarakat pemilik ternak, pihaknya mendapatkan fakta yang sesungguhnya bahwa para pemilik ternak tidak ingin ternaknya dijual atau diganti dengan uang. Mereka lebih memilih dan menginginkan diberikan bantuan pakan ternak daripada harus menjualnya.

Hal tersebut dikarenakan pemilik ternak sudah sangat dekat ikatannya dengan ternaknya itu sendiri serta sudah menjadi mata pencaharian mereka untuk bertahan hidup. Pihaknya menyediakan pakan ternak di titik-titik penampungan secara gratis.

   “Karena mata pencaharian mereka. Bukan pemerintah tidak mau membeli. Yang mereka inginkan adalah diberikan jaminan atau bantuan pakan ternaknya,” tambahnya.

Oleh karena itu, Mentan mengungkapkan, pihaknya sudah membentuk tim task force untuk mengurusi hal tersebut yang antara lain bergerak mengidentifikasi dan mendata jumlah ternak, termasuk siapa pemiliknya yang berada di zona berbahaya 10-15 KM dari puncak Merapi, kemudian mengevakuasi yang di bantu dengan pihak TNI/Polri, serta tim eksekusi yang memfasilitasi jikalau peternak ingin menjual ternaknya.

   Dari ketiga tim yang bekerja saat ini sudah terdata jumlah ternak yang tercatat pada radius berbahayanya masih 20 Km dari puncak Merapi, ternak yang terancam berjumlah 84.691 ekor. Yang sudah terevakuasi di penampungan yang tersebar di 181 titik jumlahnya mencapai 10.231 ekor sapi.

Sementara jumlah ternak yang mati saat ini terdata sementara ada 2.121 ekor. Dan dari yang tertampung di titik-titik penampungan, ada permintaan yang ingin dijual sebanyak 3.807 ekor.

Bagi masyarakat atau peternak yang ingin menjual sapinya, Pemerintah menetapkan harga standar ternak yang layak sesuai dengan jenis sapi dan ukurannya.

Untuk sapi pedet (sapi jantan) harganya ditetapkan Rp5 juta, sapi dara Rp7 juta, sapi dara bunting Rp 9 juta dan sapi laktasi (perah) harganya Rp10 juta. “Ini harga layak,” tambah Menteri.

Adapun sapi potong harga layaknya disesuaikan dengan bobot atau beratnya. Untuk sapi potong jantan harganya per kg adalah Rp22ribu dan untuk sapi betina yang tidak produktif lagi,  perkilogramnya Rp20 ribu.

Dalam transaksi penjualan, peternak akan difasilitasi oleh tim task force dan mengenai pembayarannya akan dilakukan melalui transfer rekening yang dibuatkan oleh pemerintah bekerjasama dengan pihak bank.

Hot Clouds Appears This Morning in Merapi

Yogyakarta, 18/11 (9:42 pm) Based on observations made by BPPTK on Thursday, November 18, 2010 from at 00:00 to 06:00 am shown that the eruption still on going with decreased intensity, although at 03:34 am hot clouds still came out with small intensity. Also reported, volcanic earthquakes occurred 16 times, three times the avalanches and tremors streak. Until now, merapi status remains AWAS with possible threat of hot clouds and lava.

Grayish white colored solfatara smoke high smoke gray with height 1500 meters which move toward southwest observed in the Post Ketep observed at 5:45 am. Foggy and cloudy weather shrouded Merapi’s tip this morning. In general, lava deposits continues observed in all the rivers that disgorge at the peak of Merapi. And high tendency of heavy rainfall resulted in the possibility of cold lava flood threat which lurks in all areas of the river banks. Due to that, BPPTK requested that community activities around the river banks temporarily stopped.

People are also encouraged to always follow the instructions given by the local government related to escape scenario from the danger of Mount Merapi. Until today, also reported that commercial flights at the airport Adi Sucipto still can not be done.

AWAN PANAS MUNCUL DI MERAPI PAGI INI

Yogyakarta, 18/11 (09:42 WIB) Hasil pengamatan yang dilakukan oleh BPPTK pada hari Kamis, 18 November 2010 sejak pukul 00:00 – 06:00 WIB menunjukkan bahwa hingga saat ini erupsi masih terus berlangsung dengan intensitas yang menurun, meski pada pukul 03:34 WIB tercatat adanya kemunculan awan panas dengan intensitas kecil. Gempa vulkanik terjadi sebanyak 16 kali, tiga kali guguran dan tremor yang beruntun.Hingga saat ini status Merapi masih tetap awas dengan ancaman bahaya berupa awan panas dan lahar.

Asap solfatara berwarna putih keabuan dengan tinggi asap 1500 meter yang condong kearah Barat Daya teramati dari Pos Ketep pada pukul 05:45 WIB. Cuaca berkabut dan mendung menyelimuti puncak Merapi pagi hari ini. Secara umum endapan lahar terus teramati di semua sungai yang berhulu di puncak Merapi. Dan kecenderungan curah hujan yang tinggi masih mengakibatkan kemungkinan ancaman banjir lahar dingin masih mengintai di semua daerah bantaran sungai. Oleh karena ini BPPTK meminta agar kegiatan masyarakat di sekitar bantaran-bantaran sungai tersebut untuk sementara di hentikan.

Masyarakat juga dihimbau agar selalu mengikuti petunjuk yang diberikan oleh pemerintah setempat terkait masalah penyelamatan diri dari ancaman bahaya gunung Merapi. Hingga saat ini juga dilaporkan bahwa penerbangan komersil di Bandara Adi Sucipto masih belum bisa dilakukan.
